BIOGRAPHY

 

 
 
 

José Alberto Gaytan has written extensive articles and academic essays to journals and magazines in Mexico and the United States.  He has participated in important academic projects and lectured on various historical and educational issues in the context of relations between Mexico and the United States, a subject on which he made his doctoral studies at the School of International Studies at the University of Miami.

Alberto Gaytan received his Bachelor’s Degree at the University of Law and Social Sciences in Nuevo León. Because of his grades he was part of the students honor roll of the University
.

Mr. Gaytan provided professional services in the Departments of Agrarian Reform, Finance and Public Credit and the Instituto Mexicano Del Seguro Social. In 1985 he completed his master's degree with honors in Public Administration at the Institute for Advanced Studies in Public Administration from Mexico. In 1986 he was appointed Director of Legal Services of the IMSS in the state of Michoacán. In 1987 the French government awarded him a grant to carry out  post graduate studies in Public Enterprises and Development at the International Institute of Public Administration in Paris France. Note that he won first place in the selection process, which involved 85 prominent Mexican students. In 1989 he was appointed Director of Legal Services of the IMSS in the state of Nuevo León. In 1992 he was awarded a scholarship by the Mexico-American Council of the United States to study advanced English program at the School of Continuing Studies at the University of Miami. In 1993 the School of International Studies at the University of Miami awarded him an honor scholarship to study a PhD in International Studies.

 

In 1995 he was elected president of the Mexican Student Association at the University of Miami, an organization responsible for promoting academic and cultural exchange between Mexico and the United States.

   
     

Within the organization Jose Alberto Gaytan also served as editor of the academic journal Occasional Paper Series of the Mexican Student Association.

In 1996 he became a coordinator in South Florida Midwest-Northeast Voter Registration Education Project, an academic research project on the impact of the Hispanic vote in the United States. In 1998 the state of Florida and the School Board of Miami-Dade County gave him a teaching license of the System of Public Schools in Miami-Dade County. In 1998 he was coordinator for the Migrant Education Program (Migrant Education Program), a program of the United States government designed to help students of Mexican origin.

In December 2000, Alberto Gaytan completed his PhD in International Studies at the University of Miami. The topic of his dissertation is "The impact of Mexican farm workers in South Florida: A case study in the context of relations between Mexico and the United States." In March 2001 the then Governor of the State of Veracruz, Mr. Miguel Aleman, appointed him director of Technology of Panuco, Veracruz, where he served until September 14, 2006. On September 15, 2006, the current Governor of Veracruz, Fidel Herrera Beltran, appointed him director of Technology of Misantla, Veracruz, a position he currently holds.
